St. Francis takes its name, and much of its early shape, from St. Francis de Sales Seminary, founded in 1845 by Milwaukee’s first archbishop, John Henni. The cornerstone for its permanent building went in during the summer of 1855, and the first wing was ready for occupancy by January 1856. For decades, the Archdiocese owned a huge share of the land along this stretch of the Lake Michigan bluff, which meant the community around it grew up in the leftover parcels near a working seminary rather than around a factory or a farm, a different kind of anchor institution than most of its neighbors got.

By the 1920s, residents of what was still the Town of Lake wanted a say in their own affairs as Milwaukee kept annexing pieces of the township around them. It took until July 24, 1951 for a referendum to make it official: 1,069 residents voted to incorporate St. Francis as its own city, and the charter was granted in Madison the very next day.

Even as a city, St. Francis stayed small, partly by geography. At 2.55 square miles, it’s the smallest incorporated city in Milwaukee County, squeezed between Bay View, Cudahy, and the lake. That left almost no room for the kind of sprawling subdivisions you’d find in a bigger suburb.
